Jeffrey Marquis, representing Goodwill, described operations plans including scheduled donation pickups to avoid overflow, on‑site donation attendants and a 24‑hour virtual guard system with off‑site monitoring and after‑hours contacts. Staff said Planning & Zoning recommended approval, 6–1, with conditions including additional rear lighting and security cameras and a Knox box in lieu of a limited‑access gate. After a brief property‑owner explanation of loading and circulation, council moved and approved the permit.
Separately, Mansfield Mission Center asked to move its thrift store and other services to 901 W. Broad Street and to consolidate medical clinic, food market, training and administrative offices at one address. Executive director Brian McFadden said the move would centralize services and that the current municipal‑owned building’s lease was not being renewed. Council opened and closed the public hearing with no public opposition and approved the permit; the record shows the vote was 5–0 with two council members abstaining because of a fundraising relationship with the project.
Both approvals included staff‑recommended conditions and follow‑up requirements. For Goodwill, staff and the applicant said donation signage, arrows and operational controls would help manage drop‑off circulation. For Mansfield Mission Center, council noted the organization’s long local history and requested continued coordination on drop‑off logistics and service access.
The council recorded motions and votes for both items; staff will ensure conditions and site plans are met before final occupancy or operational changes.
