Items approved unanimously included the consent agenda (items 1–13), a second reading of a proposed amendment to the Livonia Code of Ordinances regarding Chapter 3.12 (senior citizens housing tax exemption), an expenditure of $83,190.87 to DTE for removal and installation of streetlights for the new senior center project, and approval of a settlement in the case Gail E. Sullivan v. City of Livonia. Each of those votes was recorded 7–0.
Separately, the council approved a more contested item: award of contract for the Civic Centre Library chiller and related work carried 6–1 after debate over timing and a $371,000 plumbing line item; President McCullough was recorded as the lone no vote.
Where applicable, council members and staff described funding sources and scheduling: engineers said the streetlight work would be covered by senior center project funds, and engineering staff said the temporary rental chiller cost about $12,000 per month while the permanent unit was on order. Council did not take further formal action on the public-comment issues raised about a closed Walgreens or the ballots disposal beyond the clerk's retrieval and operational change announced in the meeting.
