Carrollton Council approves consent agenda, including $68.6 million Republic Services waste contract and several business incentives

A new citywide janitorial services contract with Andrews Building, LLC (RFP 25‑009) was authorized with a first‑year amount not to exceed $764,008.31 and multi‑year budget discussions noting a marked increase compared with a contract that had not been rebid in roughly seven years. Council noted staff negotiated recoveries that will be considered in the upcoming budget process.
Economic development incentives were included on the consent agenda. Council authorized the city manager to negotiate an incentive agreement with UEP to rebate 50% of certain taxes on assessed new value for up to two five‑year terms (phase 1 capped at $798,504; phase 2 capped at $433,199). Council also approved a similar incentive for AER Manufacturing LP for expansion at 3405 Wylie Post Road, rebating 50% of taxes on assessed new value for up to five years, not to exceed $277,663.
The council adopted a resolution delaying CoServ Gas’s planned GRIP rate adjustment effective Sept. 17, 2025, by 45 days to give the city time to study the request and prepare a response.
Motion and vote: Council Member Nancy Klein moved approval of consent items 9–20; Dr. Palacios seconded. Chair called the vote and the motion carried unanimously.
