Council approves planned development for indoor tennis club near Oak Creek

The Carrollton City Council unanimously approved a planned development on Sept. 9 that will allow an indoor tennis facility at 2763 East Trinity Mills. The applicant proposed a roughly 46,800‑square‑foot indoor building with six courts and landscaping and asked for building coverage slightly above the 40% standard for the LR‑2 district.
Development Services staff said the applicant submitted two environmental site assessments, including Phase II sampling, that found no hazardous materials on the property. HDR and city engineering will review stormwater detention and other engineering requirements during the design phase; staff emphasized that any development must detain and manage its own runoff in accordance with the stormwater ordinance.
Multiple speakers from the regional tennis community and the USTA Texas Section spoke in support, saying indoor courts are in short supply in the Dallas‑Fort Worth area. Applicant Jingting Chen described outreach to nearby residents after the Planning and Zoning meeting and said opposition had fallen after the environmental testing and neighborhood outreach. Council voted to approve the PD with staff conditions and the project will proceed to engineering and permitting.
