TxDOT briefs Carrollton council on IH 35E Phase 2 progress and traffic switches

TxDOT and construction partner Lone Star Constructors briefed the Carrollton City Council on Sept. 9 about construction progress on the IH 35E Phase 2 project.
Sri Sri Lakshmi Baleru, a TxDOT transportation engineer, said the project covers roughly 6.39 miles and will reconstruct the corridor from six general‑purpose lanes to eight in total, rebuild two tolled/managed lanes, and reconstruct frontage roads and intersections. Baleru showed aerial photos of recent work and said some southbound general‑purpose lanes and frontage roads have already been opened.
Baleru and other TxDOT representatives outlined upcoming traffic shifts: the contractor plans an initial traffic move between Belt Line and the I‑35 limit at the end of the month, and another shift slated between Thanksgiving and Christmas that will move northbound general‑purpose traffic onto newly built pavement to free work areas. TxDOT said beams for remaining bridge spans were scheduled to arrive during the week of the briefing and that an existing bridge is planned for demolition in January to allow the next phase of work. Councilmembers asked about parking impacts and whether event overflow lots would remain available during construction; TxDOT said staff will coordinate access and anticipated the project to reach substantial completion in 2027, with final acceptance work continuing for several months thereafter.
Council thanked TxDOT for the update and requested follow‑up briefings on sequencing and any event‑day contingencies.
