Commissioners waive procurement rules to apply for $624,000 E911 upgrade and other dispatch grants

Mister Erickson (speaker 11) presented three grant requests and associated procurement letters and asked the board to waive standard procurement requirements for proprietary communications equipment used in the county’s dispatch center.

He said the first request covers a $60,000 call-recording system with an annual maintenance cost of $13,405; the second is an emergency upgrade for the county’s E911 call system priced at $624,398.06; and the third is for cybersecurity and radio maintenance at $37,948.68. Erickson argued that because the systems are integrated and proprietary, replacing them would be significantly more costly and disruptive and recommended sole-source procurement with the current vendor (Motorola).

Commissioners asked clarifying questions about prior experiences with outside vendors and whether attorney review had occurred; Erickson said the system in place (Motorola) had performed reliably and that previous proprietary contracts with out-of-state vendors had failed to deliver. After discussion the board voted to waive procurement and approved applying for the three grants and submitting the procurement letters to the Department of Management Services.

Why it matters: Modernizing dispatch infrastructure is expensive and time-sensitive; approval to apply for state funds and permission to pursue sole-source procurement clears the way for upgrades to 911 operations and cybersecurity protections.

What passed: The board approved waiving procurement for the Motorola E911 system upgrade, E911 call-recording equipment, and dispatch radio console maintenance and authorized submission of grant applications for each item.
