Commission moves several property sales and contract awards to Thursday consent agenda; Jacobs proposed as manager for $21M septic-to-sewer grant

The Santa Rosa County Commission moved a slate of property dispositions, contract awards and task orders to the upcoming consent agenda on Thursday.
Staff recommended offering a 2-acre surplus parcel near Woodbine for bid sale with an opinion of market value of $435,000; staff noted Chapter 125.35 of the Florida Statutes governs bid sales and the board may reject bids it finds too low. Commission discussion focused on ensuring access and connectivity and staff said it would clarify access terms by Thursday.
In economic and tourism items, staff recommended awarding a $1,060,160 contract to Rhodes Inc. of Northwest Florida for Phase 3 of the Whiting Aviation Park pond extension, but noted the contract "is contingent upon the final approval of the state of Florida Department of Commerce because they have some money in this as well." The board moved the item to the consent agenda.
Other items moved to Thursday's consent agenda included an easement and up to $200,000 for conduit installation by Florida Power & Light for Milton Interchange Park; a $162,500 task order with Moffett Nickel to develop a phase-2 master plan for the OLF exchange; task orders and change orders for the Florida Town watershed analysis, Navarre Beach debris removal, Joppa Road Sports Complex design, landfill water-quality sampling (HSA Golden, ~ $97,000 annually), landfill gas consulting (HDR Engineering, $119,991), demolition work (Wolf Construction, $153,900) and the 2025 affordable housing incentive review.
Services and community relations staff also presented a recommendation to contract with Jacobs Engineering to manage Santa Rosa County’s septic-to-sewer program tied to a $21,000,000 Restore (BP oil-spill) grant; staff said Jacobs presented a competitive proposal and the funding source is specifically Restore funds.
A budget amendment of $727,491 was proposed to recognize FHFC program income and allocate it for housing expenditures; staff moved that item to the consent agenda as well. The commission did not take final votes on these items at the meeting; they will appear on Thursday's consent agenda for formal approval.
