Commission pauses on Kern Street paving request, asks staff for watershed study and stricter contract terms

The Santa Rosa County Commission on Tuesday paused action on a request to reconstruct Kern Street in the Florida Town subdivision and instructed staff to return with additional analysis and contractual safeguards.

Staff described the request as a private-funded reconstruction on a platted but not county-maintained right-of-way. Public commenter Thomas Cornelius told the board he would pay for a full limestone base and asphalt to county standards rather than accept an inferior resurfacing: "I agreed to pay for both in this instance because the roads go in there one way or the other...I'll take care of it." He said the work would support affordable housing in the area.

County staff and commissioners clarified that while fragments of asphalt remain from emergency work after Hurricane Ivan, "there is not a county road there right now," and a full reconstruction — not a simple resurfacing — would be required. Flood Defenders' Chris Curb urged the commission to consider basin-level stormwater impacts and code changes, saying, "You need to revise your code and not allow dirt road paving subdivisions." Commissioners pressed for firm contracts with upfront payments, a short reimbursement deadline and state-required permits.

Commissioner Burkett moved to take no action at the meeting and to direct staff to answer remaining questions and, if necessary, pursue a watershed/basin study; the chair confirmed the board would instruct staff to follow up. No final approval or funding decision was made.

The item will return to the commission after staff provides additional engineering detail, permit verification and proposed contract language.
