Board questions draft RFP and evaluation transparency for professional services

Mr. Jones said he will revise the RFP language to remove contradictions and to clarify that multiple awards are possible only in the event of equal scoring or where separate firms best address distinct service areas.
Dr. Guy Archambault and other board members asked that the administration work the flexibility into the RFP rubric and specify under what circumstances multiple awards would be recommended. Board members also urged Mr. Jones to provide guidance about what evaluation scoring will be visible to proposers and how the board will be able to review scoring information ahead of a vote.
Mr. Jones said he is not part of the evaluation committee (to avoid conflicts of interest) and that the rubric is designed to quantify skill and reduce subjectivity. He told the board he will return with amended language and with clarity about what scoring information can appropriately be shared without jeopardizing the procurement process.
