Committee chair Lobsinger opened discussion of item 4.2 by saying staff wanted an ad hoc to "formally close out these traffic hazard reporting forms" and to return with findings and suggestions. Public works staff described the ad hoc as a time-limited group that would apply the recently completed neighborhood traffic-calming handbook to older incidents and return recommended measures or next steps to the full committee.
During public comment Mark Zimmerman pressed the committee for a fuller hearing on his Spain Street concerns, saying that earlier technical memorandums and the test committee process had not given his neighborhood a fair evaluation. He told the committee he had "spent three years" on the issue and argued the test committee's earlier decision had factual inaccuracies and insufficient review. Chair Lobsinger limited extended public comment and said staff would coordinate an efficient process to resolve the outstanding items.
Committee members supported using an ad hoc to avoid revisiting each old form at full meetings. A number of members volunteered to serve; staff said the ad hoc membership and schedule would be set by public works and coordinated through the committee clerk.
The committee framed the ad hoc's purpose as a process step: not an immediate construction or enforcement commitment but a focused review to recommend tailored traffic calming, speed surveys, vegetation remediation, or enforcement where appropriate. Staff said the ad hoc would present findings and implementation suggestions back to the committee for formal action.
