Staff said that adding a mural now would likely require use of public-art funds and estimated a mural artist fee in the $8,000–$12,000 range depending on scope. The city’s public-art fund balance was stated at about $96,000, with $35,000 already allocated for projects including a utility-box program.
Commissioners discussed maintenance and vandalism considerations (anti-graffiti coatings and a maintenance plan were mentioned), whether the call for artists should prioritize local applicants, and potential siting within the park. Staff proposed that landscape architects plan plantings with a mural option in mind so adding the artwork would not derail construction if the commission later decided against it.
Separately, staff updated commissioners on the utility-box art pilot: a professional services agreement has been executed and design templates for each location have arrived. Commissioners requested a special, single-item meeting to review final proofs; the commission approved a motion to hold that meeting by roll call. Staff said they would poll members for available dates, aiming for early December when possible.
Next steps include staff returning with detailed mural-cost options and a formal call for artists if the commission chooses to proceed, and convening the special design review meeting for utility boxes.
