Paris council approves permits, bingo fee resolution, appointment and $2,500 monthly pay bump for interim city manager

On the consent agenda the council unanimously approved routine items by a single motion (motion carries 4‑0). The council then approved an ordinance authorizing a solid-waste collection permit to Bradley Pennington, doing business as County Trash Service LLC (motion carries 4‑0), and granted a permit to Dumpster Drop LLC after staff confirmed the applicant is a new company and the owner was present (motion carries 4‑0).
Council next adopted a resolution to continue receiving the city’s statutory share of bingo prize distributions and directed staff to provide a copy to the Texas Lottery Commission. Staff said such fees have historically run about $27,000 annually but were $21,003.64 in the most recent year; the council approved the resolution unanimously (motion carries 4‑0).
On appointments the council nominated candidates from the floor and elected Wendy Hamaker to fill an unexpired term on the library advisory board. The council also moved to cancel the Nov. 25 and Dec. 23 regular meetings; members said special meetings can be scheduled if necessary.
Following executive session, the council also approved an increase of $2,500 per month to interim city manager and finance director Gene Anderson's compensation, to be prorated to his start date. A council member introduced the motion: "I make a motion to adjust the salary up $2,500 a month for Gene Anderson ... to prorate that whenever he started." The motion was seconded and passed by a voice/hand vote (passes 4‑0).
