Portage County commissioners approve consent agenda including water, road and social-service amendments

The Portage County Board of Commissioners on Sept. 5 approved a slate of consent items including contracts and amendments for road, water and social-service projects.
The board voted to enter a septic-assistance program agreement with the Portage County Regional Planning Commission and to approve contract modification No. 1 with OmniPro Services LLC for the 2024 Roadway Construction Administration contract. Commissioners authorized the county engineer to execute amendment No. 33898 to the local public agency agreement with the Ohio Department of Transportation for the Ravenna Road Bridge replacement.
The board also approved a series of amendments with Portage County Jobs and Family Services to increase allocations for food assistance, door-to-door transportation and health/wellness activities; amended resolutions to add new project codes and moved multiple fund transfers between WEA and public-assistance funds. Water easements and a performance agreement tied to a Tallmadge Road water-main extension associated with a Dunkin' Donuts project were approved, as were plans, specifications and a bid timetable for water storage improvements for the Portage County Water Resources Department.
On procurement and finance matters the board authorized declaring one sheriff's office vehicle obsolete and approved trade-in and replacement purchase; it also directed the auditor to process bills, ACH payments, wires and journal vouchers contingent on verification, approved budget amendments and authorized a self-certification of a $25,000 micropurchase threshold for use of American Rescue Plan (ARPA) funds following cited federal guidance (2 CFR 200.320(a)(3)). The board authorized Commissioner Anthony Battleamente to sign an EMPG FY23 reimbursement request for $11,216.48.
All motions on the consent agenda were seconded and carried by roll call votes. The meeting packet and roll-call confirmations were presented by the county administrator and clerk; no amendments to the approved items were recorded during debate. The board kept copies of authorized grant paperwork and agreements on file with relevant offices.
