Tolland council OKs application for $873,000 state grant to renovate animal control facility

The Tolland Town Council voted unanimously on Feb. 24 to authorize staff to apply for an $873,000 Urban Action grant to renovate the town’s animal control facility.
Town Manager said the state inspected the town’s animal control facility and identified required upgrades to improve conditions for animals. “After looking at the facility, they notified us of changes that have been made, requirements of these facilities, to improve conditions for dogs, cats, or any other animals that we secure in there,” the town manager said. He said the town has estimated the cost of a new or significantly renovated facility at about $1,000,000 and that the $873,000 grant would cover a large portion of needed work.
A staff member described the resolution as standard language from DECD that grants the town manager authority to sign documents related to a grant award. “The resolution is just a standard, language resolution that’s provided from DECD, that just allows Brian to sign off on any documents relating to that grant award,” the Vice Chair said.
The chair opened the motion to adopt the resolution. The motion was moved by Councilor Beebe and seconded by Councilor Jackson. The council approved the resolution by roll-call vote; all members present voted in the affirmative.
The approval authorizes staff to submit the grant application; it is not a commitment to accept or to fund construction. The town manager emphasized the measure is a preliminary, required step to make the town eligible to receive state grant funding for mandated facility improvements.
The council’s action clears staff to complete the application and follow any state grant requirements, including any future votes that would commit town funds or approve a construction contract.
