The Minnesota Senate Transportation Committee considered Senate File 3987 on Monday, a Driver and Vehicle Services bill that lengthens the period for filing title and registration paperwork after a motor‑vehicle transfer and clarifies rental‑vehicle definitions.
Senator Johnson Stewart told the committee the bill extends several statutory references from 10 calendar days to 20 to create consistent messaging and administration. Peng Jang, director of the Driver and Vehicle Services division, said the change mirrors 2024 statute edits and fixes additional references that were missed.
"What this bill does is it changes all the references to 10 days to 20," Peng Jang said, calling the measure "pretty straightforward."
The bill also recommends striking the term "noncommercial" from the definition for one‑ton pickup trucks in rental‑vehicle language so that companies renting one‑ton pickups to the public are not inadvertently excluded by phrasing.
The committee laid Senate File 3987 on the table for possible inclusion in a future omnibus bill; no committee vote was held.
