Chambers County commissioners approve nursing home QIP reenrollment, lease extension and proclamation

On Feb. 24, 2026, the Chambers County Commission Court in Mountain White approved reenrollment of the county nursing home in Year 10 of the Quality Incentive Payment (QIP) program and took several routine administrative actions, including authorizing an RFP for a former Boy Scout building, extending a grazing and hunting lease for one year at $38,000 and adopting a proclamation naming March 2026 American Red Cross Month.
The court heard a presentation from Brian Duecaster of Creative Systems, who spoke on behalf of Creative Solutions and the arboretum program and described the QIP request. "QIP stands for quality incentive payment program," Duecaster said, explaining the program’s components—quality and performance improvement (QAPI), staffing and state/federal quality measures. He told the court that "over the eight years, Chambers County has collectively gotten $1,700,000 in supplemental funds," money he said helps the facility with staffing and resident programs.
A resident who said her mother lived at the facility spoke in support during public comment, praising staff and activities: "They care, I cannot brag on enough," she said.
After the presentation and public comment, the court moved to reenroll the county nursing home in QIP Year 10. The presiding judge called the question and announced the motion carried.
On other business, county staff requested permission to advertise an RFP to lease the former Boy Scout building; the court approved putting the property out for solicitation. The court also approved a one-year extension of a grazing and hunting lease (through 2027) with no increase in the annual payment, which the staff said will remain at $38,000 for the year.
The court adopted a proclamation recognizing March 2026 as American Red Cross Month; the motion was moved by Commissioner Dagley and seconded by Commissioner Tice. The meeting then moved on to discussion of awarding the Macomb Park expansion civil construction contract to Deal Civil Construction.
The court did not record roll-call vote tallies in the transcript for the motions beyond the presiding judge’s announcement that motions carried.
