At the Sept. 8 personnel committee meeting, human-resources staff described the division's plan to procure and phase in a human capital management (HCM) system that would centralize applicant tracking and other HR functions.
Miss Campbell said the division is in the initiation phase, has distributed stakeholder surveys and plans to build a request for proposal in October and issue it in October or early November. She said staff expect to interview vendors and "hopefully decide on a vendor by December" with phased implementation beginning late December or early January and recruitment/applicant tracking likely implemented first.
Dr. Hamer cautioned that the largest work will be training and migrating antiquated manual processes and files into the system. He said other divisions that moved too quickly had "mismanaged numbers" and salary changes; "We are gonna do this right," he said, emphasizing careful testing and training to avoid payroll or salary miscalculations during the transition.
Miss Campbell described planned follow-up steps (RFP development, vendor interviews, configuration, testing, training and go‑live support) and said staff will aim to ensure the system serves the entire division, not just HR. No procurement decisions were made at the meeting; the timeline places procurement activity in the coming months.
