The City of Lake Jackson council voted to award the Willenberg Street, Balsam Street and Sleepy Hollow subdivision street-rehabilitation bond project to INDI Construction Partners as the apparent low and responsive bidder. Staff presented the base bid of $2,134,664 and recommended a not-to-exceed total of $2,454,864, which includes a 15% contingency. The available budget for the project was reported adequate to cover the award.
City staff said the bid included alternates intended to capture desirable project elements if budget allowed; with alternates the overall package still fit within budget. A contractor representative identified himself as Baldur Bernal and said the company could accelerate portions of the schedule (the bid called for 365 calendar days but the firm offered lower durations for specific neighborhoods). Council approved the award by unanimous vote and directed staff to proceed with contract finalization and a kickoff meeting with the contractor.
