Tonganoxie council approves proration for UTV licenses, authorizes audit consent and appoints planning commissioner

The Tonganoxie City Council on Feb. 17 approved changes to the city's UTV licensing program to add prorated fees and shift the license year to July 1, authorized audit engagement and consent for work-paper transfer after an accounting firm merger, appointed Amy Dale to the Planning and Zoning Commission and approved a 4% compensation increase for the city manager.
The Tonganoxie City Council on Feb. 17 approved a set of routine and administrative measures, including changes to the city's UTV licensing program, authorization for the city's annual audit engagement and consent to transfer audit work papers to a merged firm, and an appointment to the Planning and Zoning Commission.
The council voted to amend the UTV licensing administration so the license year begins July 1, aligning renewals with the city's fiscal calendar. Staff told the council the proposal also allows proration: registrations from Jan. 1 to March 31 would pay half the annual fee, and new registrations within three months of renewal could receive up to 15 months of coverage. "We feel this is a pretty fair program," city staff said during the presentation, noting the program began with an ordinance in 2019 and that roughly 20 to 25 registrations are typical.
The change was followed by a motion directing staff to implement proration and the administrative adjustments; the motion was seconded and the council voted in favor.
On the audit matter, staff explained the city has contracted for five years with Burbock, Trahan & Company and that the firm recently merged with another regional firm to form Swindle, Janssen, Hock & Lloyd. Staff said many of the same audit personnel will continue and described the letter of consent in the agenda packet as a standard, procedural step that allows work papers to be transferred so audits continue with historical context. "There is no risk to the city. There's no, giving up of anything," the presenter said. The council authorized the mayor and staff to execute the engagement letter and the consent to disclose work papers; that motion carried.
Mayor David Friess announced he would appoint Amy Dale to the open Planning and Zoning Commission seat and sought the council's consent. Friess cited a recommendation from Monica Gee, chair of the commission, and said of Dale, "She's a great worker, and I think she'll do a great job at that spot." The council gave consent and the appointment carried.
After a closed executive session to discuss the city manager's annual review under KSA 75-4319(b)(1), the council approved a 4% increase in the city manager's salary and deferred compensation, up to the 2026 annual maximum limit. The meeting then adjourned.
