Planning Board discusses Gateway Overlay District, asks staff for side-by-side with urban design standards

The Sunset Beach Planning Board spent a substantial portion of its Oct. 2 meeting debating the role and future of the Gateway Overlay District for the town—ntrance corridors and asked staff to prepare a side-by-side comparison with the town esign standards.
Board members said the overlay and the urban design standards sometimes differ (tree schedules, roof definitions, color palettes) and that inconsistent rules can confuse applicants and staff. One member suggested modest short-term edits to the overlay to encourage development while reserving deeper changes for a land-use plan update; another favored eliminating the overlay and applying a unified urban design standard townwide, but members generally agreed to avoid changes that might constitute an unintended downzoning.
Members highlighted specific items: consolidate tree schedules so projects use the townwide standard; consider removing or broadening a narrowly defined color palette; and use the 904 Corridor public-input process (public meeting Oct. 14) and the forthcoming land-use-plan consultant selection to craft more strategic long-term changes. Staff (S6) agreed to prepare a side-by-side comparison that shows where the overlay and urban design standards overlap or conflict and to return recommended, nonconflicting enhancements for board review.
The board instructed staff to keep momentum on modest, nonconflicting edits to facilitate appropriate commercial development along the town—ntrances while reserving comprehensive changes for the land-use plan update and future council consideration.
Members confirmed the town will pursue the RFP process for the land-use plan consultant and noted the 904 Corridor study will provide public feedback that could inform overlay changes; staff said the RFP responses are due Oct. 20 and likely to be before council in November.
