Board certifies LOSAP eligibility lists, cites 936 validated volunteer responders

Deputy County Administrator David Yingling presented the Board of County Commissioners with the LOSAP (length-of-service award program) eligibility lists for volunteer firefighters, rescue squads and ALS units and requested certification.
Yingling said the LOSAP list this year includes 936 validated members, a 3% decrease from the previous year but with an 8% increase in tier 2 applicants and a 7% increase in tier 3 applicants so far. He said the lists are vetted by departments, reviewed by the LOSAP committee and are the first step toward CERTIFYING volunteers for the volunteer incentive program the county implemented last year.
Yingling reported that the funds projected in the FY27 budget are sufficient to accommodate the VIP program this year and that the county is digitizing records to streamline certification next year. "Next year, you will see just computer printouts, that are a little more holistic," Yingling said, describing work by Information Technology and DES.
A commissioner moved to approve the 2025 LOSAP eligibility lists as presented and to have commissioners sign related documents; the motion was seconded and the board chair announced the motion carried.
