Board approves amendment to Greater Johnstown Parks & Recreation District, adds Monroe Township and extends term

The Johnstown‑Monroe Local School District Board of Education approved an amendment to the Greater Johnstown Joint Recreation District agreement that will add Monroe Township as a member and extend the district's term to 30 years.

A board representative read the amendment aloud, noting two principal changes: expansion of membership to include Monroe Township and replacement of the prior 10‑year term with a 30‑year term, with language permitting renewal by resolution. The amendment also removes the prior procedure in which the city and school district jointly voted on a fifth trustee and instead allows Monroe Township to make that appointment if the amendment is approved by all parties.

The board discussed the change as a cooperative, intergovernmental step to provide greater recreational resources to the broader community and noted that city and township approval are also required for the amendment to become effective. The board then approved appointments to the parks district board of trustees, recommending Daryl Warnett and Frank Cia for available positions.

Board members characterized the amendment as a way to improve eligibility for grants and to coordinate recreational planning across jurisdictions; one member said it would "give some traction to their efforts going forward" and help the parks district pursue funding opportunities.

The resolution will be shared with the City of Johnstown and Monroe Township for their approvals before the amendment becomes operative.
