Supreme Court cash-fund cleanup bill draws brief support, clarifications

Senator Myron Dorn presented LB 952 as a technical cleanup bill for court administration cash funds. Dorn said the bill codifies an operational cash fund, eliminates the Supreme Court Reports cash fund (now obsolete because opinions are published electronically) and removes a court‑appointed special advocate (CASA) cash fund that has been zeroed out since 2018.
Nebraska State Court Administrator Corey Steele testified the bill does not defund CASA and explained the CASA appropriation has been moved to the Foster Care Review Office; the small remaining $63.83 balance in the Supreme Court Reports fund would be transferred into the operations cash fund or—if necessary—returned to the general fund. Steele said the operations cash fund holds grant and agreement revenue from cooperating counties and federal grants and needs statutory authority.
Committee members asked whether the $63.83 would return to the general fund; Steele said the administration would acquiesce to the committee’s preference. Dorn waived closing remarks and the hearing concluded.
