Lake Jackson council approves Veterans Day parade, orders May election and advances several city projects

On the parade request, John Hussle, who introduced himself as chairman of the Missouri County Veterans Association, asked the council to host the Nov. 11, 2026 Veterans Day parade and described a volunteer host committee and schedule (breakfast 7–9 a.m.; parade 11 a.m.–12:30 p.m.; program 1–2 p.m.). The council voted in favor of hosting the event and instructed staff to coordinate with the veterans group and school representatives.
Council then considered Resolution No. 1003 to order a May 2, 2026 election to elect the mayor and council positions 2 and 4 and to submit proposed home-rule charter amendments; a councilmember moved approval and the resolution passed by voice vote.
On capital and public-works matters, the council accepted traffic-engineer recommendations for the intersection at Plantation Drive and Sycamore Street. Staff reported the study did not warrant a traffic signal under MUTCD standards; the council approved improving visibility, adding high-visibility striping and installing flashing stop signs. Staff noted a new full signal could cost in the range of $500,000 versus approximately $30,000 for striping and signage.
The council also approved shortlisting three Construction Manager at Risk (CMAR) firms to move to step 2 of procurement for police and fire station renovation projects and directed staff to request detailed proposals. Members discussed how step 2 returns will include preconstruction service fees and differing overhead/profit proposals.
Finally, the council authorized a closing change order of $27,774 to fund extra work on a spot-repairs project, citing additional necessary repairs and root-barrier work to stabilize medians and drainage transitions.
All items were approved by voice vote during the meeting; no roll-call tallies were recorded in the transcript. The council recessed into executive session at 7:57 p.m.
