Arden Thomas, water-resources manager for Public Works, said the acquisition is structured in two phases. He reported Phase 1 would be completed using county funds at a cost recorded in the transcript as $331,401, funded from what the transcript records as the "403 fund." The larger Phase 2 purchase is grant-dependent; county staff said they do not have local funding to complete the second phase and will seek grants to fund it.
Thomas explained the requirement that the purchase-and-sale agreement be ratified in an open business session before either phase can close. The matter was presented on the consent agenda and incorporated into the motion that passed that package. No separate roll-call on the SunCadia ratification was recorded in the transcript.
