Chief of staff says 2025 lapse report includes substitute ECAF; rates-and-charges item will be revisited in budget

Chief of Staff Pizziza told the Snohomish County Council that the 2025 "lapse and no action" report contains two items, and described next steps for each. "The 2025 lapse and no action reports has 2 items on it," Pizziza said.
Pizziza said the first item is being replaced by a substitute ECAF because the process used previously "was not what was necessary for that item." The second item will be allowed to lapse; Pizziza said rates and charges associated with that item will be revisited during the upcoming county budget process.
Pizziza also told members that "Jill is currently working with your offices to schedule your in district meetings" and asked council offices to coordinate dates ahead of the September budget period.
The council did not take formal action on either lapse item during the Jan. 27 administrative session. The transcript records Pizziza's procedural report and scheduling note but includes no budget figures, timeline for the substitute ECAF beyond replacement, or departmental analyses.
