The council also approved a mobile food‑vendor application for a lemonade vendor who identified herself as Phyllis Bieber and said she will operate at events only and carries event insurance and state health approvals.
Solicitation permit: A representative for Trinity Solar described door‑to‑door lead generation practices and said crews avoid properties with “no soliciting” signs and accept refusals. Several councilors said residents — especially older adults — do not want door‑to‑door solicitation; one councilor cited repeated complaints about Trinity Solar callers or solicitors returning after earlier warnings. Councilor Peshet moved to deny the solicitation permit; the motion carried.
Purchasing: The purchasing committee recommended several awards: Inner City Contracting for sandblasting and painting a DPW rubbish truck ($23,700), Hartford Paving for a Smithfield Avenue sidewalk repair using a piggybacked contract ($16,191.72), and M. Barbosa & Sons for replacement of the Albion rescue station roof (not to exceed $44,003.25). The council voted to approve these recommendations; officials said some repair work may also be offset by insurance proceeds.
