The Lincoln Zoning Board approved a dimensional-variance request for 12 Loring on Dec. 2, allowing a second-story addition above an existing garage so long as the structure does not extend beyond the existing building perimeter. A board member moved to approve, the motion was seconded and the board recorded ayes and approved the application.
Applicant Thomas Omar (represented by a contractor) explained the plan to remove the garage roof and build up a full second floor above the garage footprint; he and the contractor confirmed the addition will be vertical only and will not enlarge the building’s existing perimeter. The board noted the house predates current setback rules and that similar additions exist nearby.
Chair read the planning board record: the planning board had questioned the lack of a survey plan but concluded the vertical addition would not extend further into the side-yard setback and forwarded a positive recommendation (4–0). Neighbor David Hart spoke in favor, calling owner Rosie Cruz "a good neighbor" and saying the proposed work fits the neighborhood’s character.
The board attached a condition — similar to other applications heard that night — that the addition be limited to the existing perimeter absent stamped engineered measurements and that the change be vertical only. The motion passed with ayes recorded and the variance approved.
