Caltrans says some Trinity SHOP projects will be delayed; utility‑locating work set for Weaverville in April

A Caltrans District 2 representative updated Trinity County supervisors on statewide SHOP (State Highway Operation and Protection) reprogramming and on upcoming non‑invasive utility‑locating work in Weaverville.
Project manager Bill Barnes said districts are moving some SHOP projects to later fiscal years because of rising costs, reduced gas tax revenue and significant past damage costs. He emphasized that projects are being delayed, not dropped, and said some local projects will be moved months while others shift by one or more fiscal years.
Barnes also described planned subsurface utility locating for the Weaverville fish‑passage project. The work uses ground‑penetrating radar and acoustic monitoring to map underground utilities and limits the need to excavate; Caltrans plans daytime shoulder work the week of April 20 and three overnight closures the week of April 27. Barnes urged residents not to be alarmed if they see specialised vans and equipment collecting data and said the approach reduces the need to dig to locate utilities.
Supervisors acknowledged the revenue constraints and asked whether projects could come forward sooner if revenues improved; Caltrans said projects would be ready to move earlier should funding or the economy change.
Caltrans will provide more detailed schedules to local agencies and answer further questions about the Weaverville work if needed.
