Councilmembers asked several questions about eligible uses of federal and state grant money, particularly whether housing-related grants and ESG/CDBG funds may be used to support overtime or outreach by public-safety staff connecting people to housing. Staff explained these grants are separate but can include eligible uses for outreach and emergency solutions; the majority of councilmembers said they sought clarity and accountability on those spending decisions.
After discussion the council moved, seconded and adopted the midyear budget adjustments and related resolutions on a unanimous recorded vote. Staff said the council would see further updates (third-quarter and future budget items) and listed schedule dates for upcoming budget workshops and ordinance readings.
