Board approves multiple development items, Main Street right-of-way amendment and Smith Valley roundabout change order

Developer Jason Mears asked the board to approve and execute Section 5 performance guarantees and a plat for South Scottsdale Estates; staff confirmed required materials and the board approved the request. The board also granted a maintenance bond closeout for Greenwood Estates (bond CIC1920929) after sanitation staff said field corrections had been completed. Tyler Newman asked the board to release three performance guarantees and the board approved the releases subject to receipt of a revised maintenance guarantee for sidewalks.
Staff reported on an assisted‑living and memory‑care facility on Demery Road: inspections by sanitation, field and engineering found sewers, sidewalks and street improvements in satisfactory condition, and the board acted to approve the related maintenance guarantees.
On a public‑works front, staff presented an outdoor lighting agreement with JCRMC for seven lights in the Sagebriar development and a revised 2025 Title VI goals and accomplishments report; the board approved the revised Title VI report. For Main Street segments 3 and 4, staff said HWC Engineering requested a contract amendment after design changes increased the number of parcels requiring appraisal from nine to 21; the amendment covers additional right‑of‑way engineering, appraisals and recording work and the board approved the amendment.
The board also approved a change order for the Smith Valley Road roundabout. Staff said the change order included work requested by Duke Energy to provide power to newly installed lighting and accounted for final asphalt quantities; staff recorded a net deduction on the overall contract (stated in the record as about $63,004), noting the project sits roughly 4% below the original contract amount. The board authorized the change order and the mayor to sign.
All items were approved by voice vote in brief discussion. The meeting concluded with claims approval and adjournment at 5:51 p.m.
