Splash pad still awaiting state sign-off; concession stand nearly finished, board hears

City staff told the Parks Advisory Board that the splash pad project is essentially complete on site but is awaiting final approval from the state Department of Health because reclaimed water is adjacent to the feature. “They have 30 working days to review, approve or reject,” Staff member (Speaker 8) said, and as of the meeting the project was roughly 20 days into that review window.
Staff said all parts for the splash pad are on hand and the recirculation tank and plumbing have been vetted; county reviewers historically ask a few questions but staff did not expect substantive hold-ups. The board discussed how permitting timelines and past staff turnover contributed to the year-long delay.
On ball-field infrastructure, staff reported the concession stand remodel is about 90% complete with a serving window, plumbing and an ADA-compliant layout. Remaining work includes installing air-conditioning units and minor touch-ups. Board members praised artist-painted dugouts and said the improved facilities attract visitors and add community value.
No formal action was taken; staff will continue to monitor the Department of Health review and finish final concession stand work.
