Cameron, staff, told commissioners the owner, Leanne Todd, completed work in 2024 that included installing a concrete aerobic (septic) system, removing old pipes, and adding electrical wiring to run the system, with expenses the presenter said totaled $13,200. Cameron cited section 10-128(c), which the staff reported allows work completed up to two years prior to designation to be counted toward the minimum $10,000 eligibility threshold for the exemption, and recommended a favorable determination.
Commission discussion focused on whether the property could have connected to city services (staff said the owner declined to connect) and on technical questions about the septic/electrical work and whether similar retrofits would be eligible. A commissioner moved to approve the application, another seconded, and the presiding officer called for and announced a voice vote. The motion passed.
