Wichita City Council discussed adding a council‑initiated resolution that would urge the U.S. House of Representatives to act on legislation known as the Rotor Act, city staff said.
The item, which council members said will be added to next week’s agenda, was described by the city manager as a council‑initiated statement of intent. “This is a council initiated, so we have the grama language there for you to consider for the rotor act,” the city manager said, and staff characterized the resolution as “encouraging some action by the U.S. House of Representatives.”
Why it matters: council members said the measure responds to safety concerns following a recent aviation accident linked to a flight out of Wichita. One council member urged that the Rotor Act be defended in its original form and that council members coordinate advocacy with federal delegation offices while in Washington, D.C.
Council member [name withheld in transcript] said the city should press for the bill’s original requirements, arguing that recently introduced language in the House could remove a tracking requirement that she and others see as central to the measure. The city manager and staff said legal review found minimal risk to issuing a nonbinding resolution: “Legal has looked at the rules on lobbying at the federal level, and we believe there's minimal risk on just the issuing of a resolution,” staff said.
The council did not take a formal vote on the resolution during this meeting. Staff said the item will be placed on the March 10 meeting agenda for further discussion and potential formal action.
The council’s next steps: staff will circulate the draft resolution to council members and, if placed on the agenda, the council is expected to discuss and consider adopting the resolution during the March 10 night meeting.
