Board approves transfer of land parcels to MnDOT for Highway 3 roundabout to avoid eminent domain

District staff presented a seller resolution to transfer small slivers of district-owned land to the Minnesota Department of Transportation to allow construction of a roundabout at Highway 3 and 142nd Street and to avoid a potential condemnation and eminent-domain process.
Staff said the district does not build roads and that MnDOT has proposed the roundabout to improve traffic flow around Rosemount High School during arrival and dismissal. Construction is proposed to begin in June 2025 and be completed during summer months while students are out of school, with drainage and other infrastructure improvements expected. The presenter said the purchase would cover only small land slivers needed for easements and that the process avoids a condemnation proceeding that could delay the project.
Board members asked about pedestrian access; staff said an existing pedestrian tunnel about a quarter of a block away would not be affected and that current proposals do not include a crossing on the roundabout itself. The board approved the seller resolution on a 4–0 vote.
What’s next: MnDOT is expected to complete final design and scheduling; the district will work with MnDOT during construction to minimize impacts to student arrival and dismissal.
