The Lake County committee voted to approve a joint resolution authorizing an emergency appropriation of approximately $135,000 to fund two felony-assistant positions for a newly consolidated domestic-violence courtroom for the remainder of fiscal 2026.
Public Defender Greg said the courts decided in late November to consolidate domestic-violence felonies into a single courtroom, creating a staffing gap because the felony attorneys who currently carry those cases cannot be in two places at once. "Approximately 10% of each of [the felony attorneys'] caseloads is domestic violence cases," Greg said, and the office estimated the consolidation would produce a raw caseload of about 133 cases that translates to an initial need for two attorneys; hiring will be staggered to account for budget timing.
Chief Judge Shanes—introduced in committee as the chief judge—explained that judicial personnel changes are tied to judge retirements and are not always predictable on the county's fiscal schedule. "Changing the direction of an aircraft carrier takes time," Shanes said, describing court assignment cycles and why the consolidation decision occurred when it did.
A committee member questioned why the need was not anticipated in last year’s budget. Shanes and county administration said they became aware of the structural change only when the judicial retirement and resulting reassignments made consolidation possible. The public defender and the chief judge said the courts and the public defender’s office would continue to coordinate with county administration on future budget planning.
The motion passed on a roll call by the chair with no recorded opposition. Committee members signaled support for the staffing request while also pressing for improved planning coordination in future budget cycles.
