County Administrator Patrice Sutton told the Health and Community Services Committee on March 3 that county staff will present a $2,000,000 emergency appropriation request to the Finance & Administration Committee to establish a federal-funding safety net for health department workforce development and community development programs.
Sutton said the county has identified a larger vulnerable amount in its budget but proposed a $2 million starting point and scheduled the F&A hearing for Thursday at 08:30. She described the work as a multi-departmental effort that has been ongoing for months and emphasized the importance of being prepared for federal funding changes.
Separately, staff announced the Healthy Houses program application opened (the county previously appropriated $2 million for the program). The program offers HVAC replacement or installation grants for properties with six or fewer units; the intake window opened the day before the committee and is scheduled to close April 2. Staff said the application process uses a two-phase intake (a short interest form followed by a full application) to speed outreach and that funds must be spent by July 2027.
Staff encouraged committee members to help publicize the application to municipalities and community development partners; one staffer said over a dozen preliminary interest forms were submitted the day applications opened.
What happens next: The emergency appropriation request will be considered by the Finance & Administration Committee; Healthy Houses staff will continue outreach and process applications for awards to eligible properties.
