Knox County board approves infrastructure payments, vehicle purchases and $2.09 million in claims

The infrastructure committee said eight bids were received and the winning bid remained the lowest responsible option after follow-up questions from staff.
The board approved pay application number 6 for a nursing-home performance project in the amount of $398,977.97. The infrastructure representative said that, with this payment, the project is now just over $4.6 million complete against an original contract of roughly $7.6 million. The pay request passed on a recorded roll-call vote reported as 10 ayes and 1 nay.
The board approved two pay requests tied to the courthouse ramp project for Hein Construction: application number 2 for $16,650 and a final payment of $25,661.65. Committee members said lien waivers related to the contract were received shortly after the committee meeting, enabling the board to approve the payments.
Members approved the purchase of a used semi tractor; the board amended the not-to-exceed amount from $125,000 to $104,031.63 so the vendor could be paid earlier for pickup. The purchase passed by roll call with at least one recorded no vote.
Separately, the infrastructure committee moved to solicit bids and bring back proposals for a new tandem truck, cab and chassis this year to avoid a forecasted price increase. The board authorized the committee to proceed with a bid-and-bring-back approach rather than a direct purchase tonight.
On finance items, the board authorized opening specified budget line items and approved proposed line-item changes as presented by the treasurer. The board approved claims for the period Jan. 28 through Feb. 25, 2026, and adjusted the final claims total to $2,085,035.48 to include a late addition to the run (noted as a Peterbilt purchase). The chair authorized the county clerk and treasurer to issue warrants for approved payments.
Board members also discussed a pending courthouse bathroom repair that had been considered at a prior special meeting; members noted the project has not yet begun and that, because the item is not on the agenda tonight, formal bidding and committee review will be required before work continues to comply with applicable procedural timelines.
The board set the next regular meeting for Wednesday, March 25, 2026, at 6 p.m. at Galesburg City Council Chambers and then adjourned.
