Residents press county over mud, ruts and crossings tied to nearby construction; commissioners review road agreement

Several residents raised heated concerns about heavy-equipment traffic and maintenance on county gravel roads during the commission meeting, saying contractor crossings tied to a local solar-panel construction project have packed ditches, created rutting and left muddy driving conditions.

Resident Charlie Kidweiler told commissioners that Southeast 1101 Road in Davis Township was in poor condition after repeated construction traffic. “They’re running their equipment up and down the road,” Kidweiler said, arguing the work went far beyond occasional crossings and was damaging the roadbed. Other residents said contractors were applying water to suppress dust, which instead turned sections of the gravel road into mud and accelerated rutting.

Commissioners and staff discussed the existing road agreement and whether the company had required field entrances or other protections. Staff said the county’s road contract and prior township agreements set expectations for crossings and maintenance but that the road-agreement document is not clearly accessible on the public webpage and may be buried in Chapter 100 of county files. Commissioners agreed to have road staff and the project supervisor inspect the site and to consider putting rock and other temporary mitigation in place while construction continues. One commissioner warned that, because the site is an active construction area, some disruption should be expected but acknowledged residents’ frustration and said staff would follow up.

Residents requested a copy of the road agreement and asked for regular updates; county staff said paper copies exist and that the contract should be obtainable from the county offices.
