Henry County Commission approves truck purchase, signs emergency-trailer MOU and clears routine expenditures

The Henry County Commission met in Clinton on March 3 and approved minutes and routine department expenditures, voted to accept a road-truck bid after reviewing competing offers, and approved a memorandum of understanding to house the county’s emergency management trailer at the county fire department.
The commission reviewed bids from several vendors for a truck purchase and compared wheelbase, payload, snow-plow and fuel-tank configurations. Commissioners cited a price range roughly between about $70,000 and $76,000 among the proposals and discussed features such as a payload-plus upgrade and factory snow-plow prep. After discussion the commission voted to accept the preferred bid; the motion carried on a voice vote.
"That being said, motion carried," said Commissioner (S2) after a roll call of affirmations. Multiple commissioners answered "yes" during the voice vote, and the chair declared the motion approved.
The commission also approved an MOU to place the county’s emergency management trailer at the County Fire Department. "I'll make a motion to approve the MOU for emergency management trailer to be housed at County Fire Department," said Commissioner (S2); the motion was seconded and carried.
Other routine actions taken included approval of meeting minutes from Feb. 24, 2026, and payment of approved expenditures across several departments, including buildings and grounds, law enforcement, circuit clerk, elections, emergency management and road and bridge.
Commissioners spent substantial time on informational items that did not require formal action. Staff and commissioners discussed how the county administers the senior property tax credit and whether administrative fixes (such as changing a base year on the county record) could reduce burdens on seniors who require simple updates to their application. Road and bridge staff also asked for guidance on whether the county may bill private contractors or landowners directly for non‑township work; commissioners asked staff to research statutory authority and return with recommended contract language.
The commission adjourned after the regular agenda. The county clerk and department staff were directed to follow up on statutory research for the road-billing question and to prepare any required paperwork related to the accepted equipment procurement and the MOU.
