Commissioners also asked about security; staff described controlled entry through a buzz-in and card-reader system and said there would be a reception desk and locked interior areas to restrict access.
A commissioner moved to approve the reconstruction and use of the building as a receiving center, contingent upon meeting stipulations and technical review; the motion was seconded and carried on a voice vote.
