The Trumbull County Board of Commissioners used its March 3 workshop to review a slate of administrative and procedural items.
County engineer Gary Schafer said the office will temporarily stop issuing blanket overweight permits under frost-law conditions and review exceptions case-by-case; he also described a $19,300 ODOT contract modification for additional design services on the Old Town Viaduct project.
Human resources reported retaining an actuary for $1,500 to complete mandated self-insurance reporting for 2025, and staff outlined that 2024 health-insurance claims totaled about $20.2 million with roughly 5.5 (units not specified) in reserves as of Dec. 31, 2025. HR said cost-containment efforts are ongoing and staff will return with proposals targeted for mid-year rollout.
9-1-1 leadership recommended terminating one probationary telecommunicator after four months of training and multiple coaching sessions; commissioners were told other candidates exist to fill vacancies.
The board reviewed a Bureau of Workers' Compensation safety grant that will cover 75% of a two-salt-spreader purchase, leaving the county with an estimated $3,031.34 net cost. The sheriff’s office also detailed an option to buy used cruisers for roughly $9,600 each as an interim fleet solution for vehicles with 100,000–130,000 miles.
Other items included design-firm prequalification for projects under $50,000 and notice that staff will bring an electric-aggregation agenda item once final numbers are available. The workshop ended with a motion to adjourn that commissioners approved by roll call.
What happens next: staff will return to the board with formal agreements, bid documents or contract authorizations as needed for specific purchases and personnel actions.
