Louisville code board upholds fines, grants continuances and conditionally discharges multiple property cases

The Louisville Metro Code Enforcement Board on Friday heard a long docket of property enforcement cases, upholding fines against several no-shows, imposing a $150 fine in a dog-aggression citation, and granting continuances and conditional discharges for owners who showed progress or who plan repairs.
Board member Chris Watland opened the session by reminding attendees of procedures and the board—s emphasis on voluntary compliance: "I am not here to take your money... All I want is your compliance," he said, adding that fines would be imposed when owners do not work with the board to remedy violations.
In one notable ruling, the board upheld a citation and a $150 fine for the matter involving 3629 River Park Drive after testimony established multiple German shepherds left their yard and acted aggressively toward neighbors. The board found the evidence sufficient to impose the penalty.
Several owners received more time to complete repairs. For example, the owner of 3918 South Park Road (roof and cleaning citations) was given conditional discharge for some citations and a Feb. 6 status date on the remaining roof work. Charice Williams at 1923 Quarry Street received a 60-day continuance to Feb. 6 after inspectors found partial compliance on painting but outstanding cleaning and window issues.
The board also processed numerous no-shows and defaulted or upheld fines where petitioners failed to appear; amounts varied by case. At least one owner who had purchased property after citations were originally issued (1790 Wilson Avenue) saw the matter dismissed as the enforcement was tied to the prior owner.
Several cases were continued to a March 6 status date where lead assessments or substantial exterior repairs (including roofs and fences) remain outstanding. The board repeatedly emphasized that properties must remain secured and reasonably maintained while owners complete repairs.
