Knox County commissioners approve series of routine resolutions and $630,007 contractor payment for Danville Andy Road project

Knox County commissioners met Sept. 23, 2025, in Mount Vernon and approved a slate of routine resolutions and service agreements, and a contractor payment for an ongoing road project. The actions were taken during a short session in which no members of the public presented agenda items.
Jason, a county staff member who led the meeting, introduced a proof of satisfaction of mortgage for the county’s CHIP (Community Housing Improvement Program) for $49,160, saying the five-year requirement from the mortgage executed in September 2020 had expired and staff recommended releasing it. The commission moved and approved the release; signatures and notarization were arranged.
Jason presented a one-year service agreement with NEOGOV for the county’s human resources software used for onboarding and posting vacancies; no contract amount was listed in the packet. Commissioners approved the agreement by voice vote.
The board approved a road-usage and maintenance agreement between the county engineer and Mercury Broadband covering the Nichols and Apple Valley projects. Commissioners noted the agreement requires signatures from both commissioners before it is fully executed.
Officials approved contractor application/payment No. 3 to Law General Contracting for the Danville Andy Road Safety Improvement Project in the amount of $630,007.12. When asked if the project was complete, staff replied it was not and said “it’s about $1.6 million” remaining to finish the work. The commission moved and approved the payment.
The meeting also cleared two e-recording items for the Knox County Recorder — an electronic recording agreement with HopDox and a document-router/user agreement with eRecording Partners Network — both described as parts of the recorder’s e-recording setup. Commissioners then approved a postage-machine lease with Pitney Bowes for the Board of Elections, who had experienced problems with a previous vendor, Quadient.
All measures discussed at the session were approved by voice vote. The commission adjourned and noted it will reconvene Thursday, when the sheriff is scheduled to appear.
