Finance committee endorses compromise special act to create a Nantucket Regional Commission; members ask for voter‑friendly summary

The Nantucket Finance Committee on March 3 voted to recommend Article 74, a compromise special act that would establish a Nantucket Regional Commission, consolidate prior special acts and set rules for appointments, duties, finances, permit review for projects of regional impact and transition procedures.

Lauren Volberg presented the negotiated language and described how the document consolidates several existing special acts into a single, organized statute that sets membership, appointing authorities, terms, and the process for issuing permits for developments of regional economic impact. Town counsel (Hillary) said she had reviewed the compromise language, sent comments to petitioners and that her suggested edits were accepted.

Concerns and clarifications Committee members urged clearer communication to voters. One member asked for a concise chart or summary that explains how the commission’s composition under the new act differs from the current regime, noting that long special‑act language can confuse town‑meeting voters. Another member abstained on the motion, saying the proposed commission (13 appointed members) is too large.

Outcome A motion to accept Article 74 as written was made and seconded; the committee passed the recommendation with one abstention. The committee also voted to take no action on a related petition (Article 75) given the compromise.
