District reports limited HIB incidents; some suspensions rose at middle school

Susan Donnelly, supervisor of special projects, presented the Student Safety Data System report covering Sept. 1–Dec. 31, 2025 and summarized incident counts by school.
Donnelly said the report excludes alleged incidents that were not confirmed for harassment, intimidation and bullying (HIB) when calculating SSDS totals. She reported small year-over-year changes at individual schools: examples included a one-incident increase at Signal Hill and Osage, a decrease of 11 incidents at Morey's Middle School compared with the prior first reporting period, and a 14-incident drop of alleged investigations at Voorhees Middle School.
“There were 0 at Osage, which was down 1. There were 0 at Signal Hill. There were 2 at Voorhees Middle School, which was 10 less than the previous first reporting period,” Donnelly said, explaining the counts and how alleged (unconfirmed) incidents are treated.
Board members asked for more granular suspension data beyond SSDS-reportable incidents; Donnelly said she reports only what is sent to SSDS and does not have comprehensive suspension reports for other categories (for example, insubordination or cutting class) and therefore could not provide those trend details.
Donnelly also reviewed district training activity required by SSDS: districtwide trainings and programs ranged by school (Signal Hill reported 10 trainings, others varied) and are part of the district’s prevention and reporting work.
The board did not take formal action on the SSDS report; staff said they will continue trainings, reporting and follow-up.
