Council awards contracts for neighborhood and Q Avenue pedestrian crossings

The Anacortes City Council approved two contract awards for pedestrian safety projects on March 2.
Public Works Director Logan Lee presented a $162,642 award to ENE Contracting for two crossings — Tommy Thompson Trail at T Avenue and 23rd & D Avenue. Lee said the work includes ADA-compliant ramps, rapid flashing beacons, new markings and a refuge island at the Tommy Thompson location. Council noted the bids were competitive and below the engineer’s estimate.
Lee also presented the Q Avenue pedestrian crossing project, a $267,107.39 contract with Earthworks Solutions funded primarily through a carbon reduction grant with a 13.5% local match and up to 300 reimbursable staff hours. The Q Avenue work will add a mid-block crossing near Safeway, update intersection ramps and install rapid flashing beacons to improve pedestrian access between the grocery and the marina.
Both contracts were moved and approved by council voice vote. Council members referenced community support (including a petition from local elementary students for one crossing) and recent grant awards that reduced the city’s local REET obligation for the Q Avenue and Storvik projects.
The awards authorize the mayor to sign the contracts so staff can proceed with scheduling and construction.
