Planning committee denies three rezoning requests and approves one duplex conversion

The Greenville County Planning and Development Committee considered five rezoning dockets on March 2, 2026, taking final action on four that day and holding one for follow-up.
CZ-2026-006 (231 Murrell Road): Staff recommended approval to rezone a 0.56-acre site to RMA (multifamily) for duplex development, but the committee voted to deny the requested rezoning after brief discussion.
CZ-2026-007 (West Georgia Road): The committee held the 25.18-acre rezoning request so the developer can explore a private deed restriction capping the property at 46 lots and so staff can obtain a legal opinion. Staff had recommended approval and the Planning Commission recommended denial; the docket was held pending follow-up.
CZ-2026-008 (SC Highway 418 & Hopkins Road): Staff recommended denial of this 15.15-acre request to rezone RR3 to C1 (commercial); the committee voted to deny the request consistent with Planning Commission recommendations.
CZ-2026-009 (SC Highway 418 in Pilsner): Staff recommended denial of the 3.14-acre rezoning from RR3 to C1; the committee voted to deny that request by voice vote.
CZ-2026-010 (Roberts Road, Simpsonville): Staff recommended approval of rezoning three parcels to R10 to allow duplexes replacing manufactured homes; the committee approved the request by voice vote.
Several committee members asked detailed questions about how density and lot-size rules would translate into actual unit counts and whether road frontage or other infrastructure constraints would limit build-out. Staff repeatedly noted that allowed densities under a zoning district are theoretical maxima and that roads, ponds and other requirements can reduce feasible lot counts.
Next steps: the only item left active is CZ-2026-007, which the committee held to allow the applicant to consult the seller about a deed restriction and for staff to provide a legal opinion. Other denied items are final for this committee action; CZ-2026-010 will proceed to the next step in the rezoning process.
