Council to use planning retreat summary to set budget priorities; members asked to review

The Committee of the Whole reviewed a public summary of its recent planning retreat and agreed to use the document to help shape priorities for the next budget cycle.
The chair said the summary is being placed on the public record and noted that several items discussed at the retreat have already been completed or captured in recent agenda items. "This gives everybody a chance to look at the summary, add whatever you want to the discussion," the chair said, urging members to prepare for a fuller prioritization exercise.
Councilor Seaman asked colleagues to read the summary over the next two weeks and recommended placing the item on a future committee agenda so members can identify themes and set five priorities for the administrator to use during budget development. Councilor McGahee supported scheduling the item and said the administrator should have early direction on council priorities.
No formal vote or action was recorded on the retreat summary in the transcript; councilors described this as preparatory work to inform the budget process.
