Council approves consent agenda; approves $180,000 Houston Livestock Show and Rodeo sponsorship with one recusal

The College Station City Council approved its consent agenda on Dec. 11, including purchases and contracts, and separately approved a $180,000 sponsorship agreement with the Houston Livestock Show and Rodeo after a recorded recusal.

Council discussion on the consent agenda included a question about a professional services contract (agenda captioned for Binkley and Barfield DCCM, $975,907) for the Rock Prairie Rehabilitation Project, a roughly two‑mile stretch of roadway. A council member asked whether the contract was strictly consulting work; staff explained the contract covers design, survey, subsurface utility exploration, geotechnical work, traffic analysis and construction administration. Staff said the first deliverable from the consultant is due in about 135 days and that total design is expected to take about a year. Staff estimated construction could be closer to $8 million and said the budget placeholder for the project is $4,400,000.

On item 7.12, the sponsorship with the Houston Livestock Show and Rodeo, councilmembers expressed enthusiasm for maximizing marketing opportunities tied to the rodeo’s parade and suite opportunities. Council then took the vote on 7.12: one member recused and the motion carried with a recorded 6–0 vote in favor and one abstention/recusal.

Procedural notes: the council pulled item 7.12 for separate consideration, voted on the remaining consent items first, then returned to 7.12 for a separate vote. The mayor recorded the sponsorship vote as carried with six affirmative votes and one abstention/recusal.

What happens next: Contracts and sponsorship agreements approved on consent will proceed to implementation as executed by city staff; the Rock Prairie professional services contract will move into design and subsequently to budget updates as project costs become clearer.
